Progression Services is proud to deliver our education services fully aligned with LOT 1 of Torbay Council’s EOTAS Programme, supporting young people who are unable to attend school with high-quality, accredited learning.
What does this mean for our learners?
Qualified Teachers delivering English, Maths, Science, and ICT, ensuring every young person can access high-quality, accredited education.
Specialist SEND and SEMH Support, including trauma-informed practice, adaptive learning strategies, and personalised interventions to help each learner thrive.
Flexible Delivery, with small group sessions (typically 3–6 students) and one-to-one support, tailored to individual needs and Education, Health and Care Plans.
Rapid Start – all provision begins within 5 working days of referral, minimising disruption to learning.
Clear Pathways to Qualifications, including Functional Skills and GCSEs, supported by access to our accredited exam centre.
Robust Progress Tracking, with termly assessments and half-termly reports shared transparently.
Holistic, Multi-Agency Support, working closely with social care, health services, and education teams to ensure joined-up care.

Whether a young person needs catch-up tuition, specialist SEND support, or a structured alternative to school, our LOT 1 Core Curriculum Education provision is designed to help them build confidence, achieve recognised qualifications, and take positive steps forward in their learning and life.
Our Provision
Education support
We offer one-to-one education support to young people who are struggling in their educational setting.
Some of our young people are referred to us as they are between schools. Some are referred to us as they need a personalised timetable. Some need to be supported to be successfully reintegrated back into their educational setting. Whatever the reason for referral, we strive to make learning a positive experience and bring out the best in each individual by supporting them to overcome any barriers to learning and re-engage with education in a way that will nurture their self esteem and promote personal growth.
We understand that behaviour is a form of communication. Different people communicate different messages through a variety of behaviours - and these messages communicate a range of underlying needs. We listen closely to the messages communicated and meet the various and complex needs of each individual. Fostering positive and respectful relationships is crucial and we support young people to better understand themselves and the impact they have on others. We don’t just support young people to manage their behaviour but work with them to develop strategies so that they can change their behaviour. In this way they become more able to behave positively and safely so that effective learning can take place.
All of our education sessions are personalised to the individual and focus on the agreed priorities and identified additional needs. Our monitoring and evaluation processes and regular reports ensure that each individual’s progress is monitored, tracked and shared as appropriate.
Education support can be based in the young person’s home or out in the community.
Academic support
We offer one-to-one academic support.
Some of our young people are struggling academically. Some are excelling and need stretching to stay motivated. Some couldn’t care less about learning because they “just hate school.” Whatever the reason for looking for support, Progression Services really helps individuals to maximise progress.
All of our academic sessions are personalised to the individual; we meet them where they are at and support them to exceed that which they thought possible. For this reason, it doesn’t matter whether they are 16 with the reading age of a 6-year-old or whether they are in primary school and already learning GCSE maths - their individual plan is tailored to them and their learning needs.
Academic support can be based in the young person’s home or out in the community.
Our Offer
Our offer is outlined below and is separated into COMMUNITY, CURRICULUM AND CURRENCY - all important aspects that impact upon each young person’s experience, education and outcomes with Progression Services.
COMMUNITY: Progression Services are part of the wider educational eco-sytem that safeguards and supports the young people we work with. Strong relationships and effective partnerships are crucial components of our quality service.
Staff: Young people work with suitably qualified and skilled staff who are well supported and cared for.
Families: Young people and their families are visited initially in their home for introductions, to start to build relationships and to make clear the plans going forward. Young people and their families are regularly communicated with and supported to embed what is learned within the home environment.
Partnerships: Young people gain from the strong relationships being built and maintained with other organisations.
CURRICULUM: Progression Services provides support and education to the young people we work with that focuses on quality of education as well as physical and mental health and wellbeing.
Induction: Young people’s needs, interests, prior learning and risk factors are established early on and shared appropriately to ensure a positive start.
Attendance and engagement: Young people’s attendance is prioritised to help maximise their engagement, progress and motivation.
Needs: Young people are supported to improve their: health and wellbeing; literacy and numeracy; personal needs. When needed, they are supported to change their behaviour.
Quality of education: Young people gain from a personalised curriculum that supports their own specific learning needs. Their education prepares them for their next stage of learning, education or training and sets them up for success in the future. Diverse viewpoints and perspectives are incorporated into sessions to develop their cultural capital.
CURRENCY: Progression Services focuses on the progress made by the young people we work with in terms of their personal development, academic performance and successful transition to appropriate destinations.
Personal development: Young people gain from a range of opportunities that are suited to their individual needs. They are supported to learn new things and develop personally. In our sessions, we promote tolerance and acceptance.
Qualifications: Young people are supported to make progress and achieve meaningful qualifications in Functional Skills and GCSEs. We help them work towards accredited outcomes that stretch, inspire, and prepare them for aspirational next steps aligned with their interests and goals. As an approved exam centre, we guide each learner through the entire process, from preparation to certification.
Transitions: Young people are supported in preparation for and during their transitions to maximise the likelihood of success.
